Possible to make a webpage that doesn't scroll when user touches ipad?

    I'm trying to make a webpage for the ipad where the user can click and drag elements inside the webpage. However, on an ipad, when the user touches the screen the Ipad blocks these touches (mouse clicks) from reaching the webpage, and instead scrolls the webpage.

    I know that's great in most cases, but not this particular one.

    I know there's some tags that can be put in a webpage to alter behavior on an iPhone/iPad, and I'm wondering if there might be one for this?
