Photo order criterion

What decides the order that photos appear when synced with a folder on a PC?
On the PC they are in alphabetical file name order.
How can that order be maintained?

Photos on the iPad sorts photos by date. I'm not sure if it uses creation date or revision date; though I suspect it's the first.

There is no way to change the sort order in the Photos app.

People who want more control over photo albums on the iPad usually get a third party app. Photo Manager Pro is popular. To the good, you have a lot more control over your albums. To the bad, photos in a third party app are not available to other apps for sharing, editing, or including in document.

To the future:

The Photos app is due some major changes sometime this Spring. Apple is going to overhaul how photos work across it's entire line of software, iOS and OS X. The few hints released promise some major changes.

I suppose I shouldn't answer when it's way after midnight. I was wrong in one aspect:

Camera Roll shows photos in the order they were saved to it, if you edit them, this won't change anything.
