I got an iMessage on my iPhone but not my iPad. I have iOS 9.2 how do I get my
messages on both.

On your iPhone, go to Settings>Phone>Calls on Other Devices>Allow Calls on Other Devices and turn it on. Then, on the list of your other devices, select which ones you want to accept and make calls on. This will work as long as your iPhone and other devices are all signed into the same iCloud account.

For iMessages, go to Settings>Messages>Text Message Forwarding and make sure your iPad in the list of devices has the switch turned on.

I tried that and it said I have to be logged onto iCloud and Facebook, which I am.also it is the green messages I am talking about. I never had this before.
