Hi, welcome to iPF!

Clearing cache in Safari on iPad means to clear Cookies and Data. In addition you can close the app:
Double tap the Home button or use four finger swipe upwards to reveal the mutlitask bar. There tap one of the visible apps, until they start to wiggle. Tap Safari to delete it from there.

Hi and welcome to the Forum!

On an earlier OS you were able to clear your Cache on its own but now it is called Website Data and is now combined with your Cookies, so deleting your Cookies and Data will clear your Cache. You can however just clear your Website Data (Cache), go to Settings - Safari - Advanced - Website Data and remove it here. Is this what you are wanting to do?

Clearing your History does do just this, clear your History but if you go into Safari, then Bookmarks, your History is still retrievable from the History Tab....so deleting it here also will delete it completely.

If you would rather not be doing this regularly, you can go to Settings - Safari and turn Private Browsing On. Utilising this tab will keep all your browsing in Safari private. I hope this answers your question, if you do mean something else, let us know.
