iPad calendar not syncing with Outlook or iPhone

I use Outlook 2007 on my PC. I have set up icloud to sync my calendar items with outlook. I recently had to take my PC back to factory settings and set everything up again. Outlook has stopped syncing with my ipad but works fine with my iphone. If I put something in the calendar on my iphone it syncs with Outlook but not my ipad. When I put something in on my ipad it doesn't sync with anything else. As far as I know the settings are all the same.

Can anyone help?
