Ipad 3 field test app issue

I just have bought Ipad 3. I never had iphone or Ipad before.After Jailbreak a field test app running all time in background.I cant see the app as running app when i press home button.but when i switch between app by swiping with 3 finger the app is running.
My question is what is that app and how i can i stop it from running in background
