AFAIK there is no way to do what you are asking... But there are work arounds.
Export your bookmarks (favourites) from IE as a HTML file and either email or Dropbox it to yourself. When you click on the links, they will open in Safari.
Install Safari on your PC (is that possible?) and import your IE bookmarks from IE if you can - I believe they should then be available for you to sync with Safari on your iPad.
Install Chrome on your PC, import your bookmarks from IE. then install Chrome on your iPad & you can sync your bookmarks to Chrome on your iPad.
Hope one of those is suitable.
