Regarding your need for more space or free up space without deleting anything. That is a difficult problem to resolve. There are devices like the Seagate GoFlex that creates its own wifi network that would enable the iPad to access the contents on the GoFlex. I'm considering getting that device so that I can download movies, pictures, etc. onto this drive. But I haven't pulled the trigger to buy it yet--it is a 500G wifi drive and costs US$176.00. And I haven't come across anyone I know that has one. I'm a little leery about online reviews.

"....free up space without deleting anything". If your space on the iPad is full, you have to delete something to install something else. I haven't heard yet of any app that would take your installed information and compress it. Unfortunately you cannot add physical or additional memory. Whatever the size of your iPad's hard drive is what you bought. The hardware cannot be changed. However, Apple does update the iOS once in a while.

After deleting an app, I understand it still lies in the cloud in case I want it again; is that right? If so, does it take up precious space in the cloud?

Correct, an app deleted from your iPad remains in the purchased list and can be downloaded again at no charge. Apps not currently on your iPad do not take up any iCloud storage space.
