I am looking for any good ideas or software to download rented DVD to pc (decode) then format to transfer to new
IPad. Possibly, and this is wishful thinking, but maybe free software Thanks in advance.

You want to rip rented DVDs? That is illegal. Telling you how is forbidden, too, if you are going to be stealing. I own a LOT of Blu-rays and DVDs. Those are the ones I rip.

I can't directly help as I use a mac to rip DVDs I own to iTunes. This gives me a backup of my movies and the ability to watch them on my iPad. I also use Goodplayer to watch some movies as I can just copy them over. Do some google work and you will find a ton of info on this.

However ripping rented movies I don't agree with.

It is illegal, but if the DVDs is your own, then you can do that!
