    Hi, welcome to iPF!

If App Store is gone/hidden, there's still the possibility to go to Settings - iTunes & App Stores, sign out of your Apple ID there and sign in with the new one. Also take a look at Settings - General - Restrictions. Maybe there's something enabled that's hiding the app.

Hi and welcome to the Forum!

The App Store app is a native app, meaning its an Apple app and came loaded on your iPad already and cannot be deleted. The only way it would disappear is if you have set a Restriction, so check there as JA has mentioned. Any apps which have already been purchased on your old ID will remain under this account and cannot be changed to a new account. So remember this ID and password if ever you would like to make any in app purchases for these existing apps. Let us know if you have any more questions.
