Can I import my photos from my PC to the iPad2?

Yes. Simply find the folder where iTunes backs up iPad photos and transfer the photos on your PC to that folder (or a sub-folder). When you connect your iPad to the PC, sync the photos (including the subfolder(s) where you have placed the photos from the PC.) The photos will then appear on your iPad in one or more albums.

Yes first go into iTunes next go to the top and tap where it says photos then pick a folder or it will auto go to the pics folder then press apply

I use the Photo Transfer App. It transfers photos to and from your pc and ipad via Wifi. Works like a charm.

There are different ways to complete this. The easiest way to use iTunes syncing. You can also install iCloud Control Panel and then find the Photo Stream folder. This method is a little complicated. You can also find a third tool-ios file manager to solve it easily, such as this one-wondershare mobilego for ios.
