Please can anyone suggest an App for Rotating Video Files.

Haven't found one, but if you use QuickTime on the PC, videos will show right side up regardless of the orientation of the iPad when the video was shot.
Correct orientation to play the video right side up in VLC etc is home button either down or to your right. Anything else will result in upside down videos.
