My HP Printer appears as a different local network in my WiFi network list and I need to switch networks in order to print. Is there a way to access my printer without switching networks?

The best solution would be to figure out how to get the HP onto your local network. It should certainly be possible. It's not much use otherwise.

Go through the documentation and/or HP's support site.

Not having an HP (or any other kind) of AirPrint printer, that's about all I can suggest.
