I have an iPad 3. It is sync to my iPhone and the same user id. I have had a problem where by I have sent messages from my iPad to one number and they have turned up (number and message) on another's iPhone. Any ideas why this would be?

That is not "syncing." You are describing an Apple ID and password?
The iPad, not being a telephone, does not allow text messaging except with an aftermarket app.
