Watching movies via icloud

Wasn't sure where to ask this but I have a 16 gb Ipad Air. I want to start buying movies on iTunes, I bought my first today . Obviously with a 16 gb version downloading isn't much of an option . I know I can download one and watch it in the car and delete it later . Unfortunately this one movie is over 3 gb, my ipad only has 2 gb free. I can watch it on my ipad at home via the cloud but my question is what does it do if I did that in the car or off wifi ? Does it take cellular data to do so ?

I think I found the answer to my own question. Seems it won't allow me to do so if the wifi is off
