You go to this site, http://support.apple.com/manuals/ and select the iPad manual by tapping on it.

When it finishes downloading, tap on the open in iBooks button and the manual will be sent to iBooks, where you can read it whenever you want.

In addition, Apple has included a link to every iPad's manual (including the Mini) in Safari. You can open Safari and press the iconthat looks like an open book. In the list will be the iPad manual for your particular device.
