Well, the second question is bad news and good news......

Bad news - you can't designate a Home Page with Safari
Good news - navigate to the page you want to be the Home page.
Click on the link in the Menu bar that's a curled arrow to the right coming out of a square box.
Click 'Save to Home screen'. That will save an icon on your Home screen. Now, when you want to start Safari, click on that icon instead of the Safari icon and Safari will open at that Home screen page. You can always remove the Safari icon from the Home screen 'dock' and install your 'Home Screen' icon there instead.

Your email contacts should be imported automatically when you sync your iPad with your PC - assuming they were on your PC in the first place. If you mean email contacts from another platform - i.e. Google - then let us know...

If you have gmail then you want to consider this:

The best way is setup your email as exchange server.

This is how I have my iPad 2 setup and I use a droid phone as well. Works great!

That is possible:

-connect the iPad to the computer and start iTunes
-select the iPad from the left panel
-go to the Contacts tab
-choose to import contacts from Outlook
- and finally select 'sync'
