Slow connection to remote ip

I’m having very slow connection issues from my ipad (ios 15.6.1) to remote cameras with fixed ip addresses using Safari. The Safari url takes the form xxx.xxx.xxx.xxx:8089 and the router at the remote address directs port 8089 the camera fixed ip Once connected all is fine but it can take two to three minutes. If I use an app on the ipad (not my preferred method) or a pc, connection is quick so the issue seems to be Safari. Any ideas why it’s so slow and how to fix?
