Problem with folders

I have an iPad 2 iOS 6.0. I can not add apps to existing folders. Only 9 apps in folder. Any one else having this problem and or solution. Thanks

I downloaded the YouTube app after installing iOS 6. I moved it to a folder, then when I went to use it, it was gone. Spotlight confirmed it was not on the iPad, so I had to reinstall it.
