I have jail broken the iPad.Now can someone tell me about some free app on Cydia that enables a NON 3G iPad 2 to make and receive free phone calls ?

It talks about a cydia app that does just what you want. The downside is that the app costs $20.00.

Oops: this app requires a 3G iPad to work.

I did some more checking and virtually all the available apps require you to have a WiFi+3G iPad to make it work. There are apps like Skype, that might work.
