Not able to upgrade or download apps

Hi and help! I have my ipad 2 for two years now and have had no problem dowloading apps, and updating apps. This week I keep getting a popup which says ..cannot download, available in UK only, please change account to Ireland (ipad bought in Ireland, living in Portugal, use apps from around the world!). What is going on? Has apple
changed their system?
