Locked out of iPad Mini

My wife's iPad Mini displays "iPad is disabled try again in 15 [then 60] minutes". How do I unlock it?

You'll have to wait for the specified time before trying again. If you keep getting the passcode/password wrong the time to wait will keep getting longer; so be sure you get it right the next time. If you know you've been getting it right, then it's probably been changed. Stop trying until you have a reasonable guess as to what it is now, and don't try more than three times each time you make a new guess.

If all attempts to remember the password fail, the only way to regain access to the iPad is to restore the iPad through iTunes on your computer. If you did that you'd have to set it up as a new iPad without using any backup you may have, as the backup would contIn the password which would be re-installed on the iPad along with the rest of the backup.
