FaceTime doesn't use data if you're over wifi. if you're idevice is jail broken and you use a app like my3g or face breaker then you'll incur data charges to your monthly plan.

Not unless your device is jail broken.. I don't know if the iPad 2 is Jailbreakable though

FaceTime is free if you are using a wifi connection that is yours, or is free.
