Ipad Air purchased on eBay with Bad ESN/IMEI

I purchased an iPad Air and shows that the ESN is bad when I contacted the carrier to check the validity of the ESN/IMEI. My question is: Can I activate this is a different network or is the ESN/IMEI blacklisted on all of the networks? Thanks in advance.
