ipad 3 error 1601

my ipad 3 has ios 6.0, now will not start,
the logo does not pass

I want to update with tinyumbrella
to ios 6.1, I have the error 1601,

I use IREB but does not work

what can I do?

Unfortunately, the only iOS you can upgrade to is iOS 6.1.3. That's the only one currently being signed and is authorized by Apple; no other version of iOS 6 can be put on the iPad. Sorry.
