Ipad 3 disabled after attempted IOS10 install

After several attempts to log in after IOS10 install ipad is disabled. After several attempts changed the password for the appleid and can log into the appleid website but not the disabled ipad. Suggestions?

You'll have to erase your iPad. It's possible to use iTunes, iCloud or recovery mode to erase it.

If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled
