Sorry if I cannot really understand your question so I will instead try to guess what I think is your issue.
If you are asking how to turn on an iPad, it is by holding home (the button on the front bottom) and the sleep button (right on the top) for a few seconds.
If you are asking if there is a manual on the iPad, open up Safari and open the bookmark.
