How do I set individual passwords for apps separate from my main password. Is it app sensitive or not?

You can't set any password on a stock iPad - except for the lockscreen password.
If you were to jail break your iPad, there are several tweaks available in Cydia (the jail breaker's "app store") that will enable you to set a password for apps or folders (or both). They are very versatile tools.
However, and again, this is not possible on a stock iPad. Sorry.
