You can't set any password on a stock iPad - except for the lockscreen password.

If you were to jail break your iPad, there are several tweaks available in Cydia (the jail breaker's "app store") that will enable you to set a password for apps or folders (or both). They are very versatile tools.

However, and again, this is not possible on a stock iPad. Sorry.

Can I set a password for an individual function or file, like photos?

There are some apps available in the App Store that allow you to set a password in order to access the information within that app. This includes photos. However, the password only applies to that app specifically. To apply a password to any/all apps and folders on the iPad, system-wide, you must be jail broken (and have the tweaks I mentioned).

Setting system wide passwords on apps and folders that are not designed that way cannot be done on a stock iPad. End of.
