IMessage send does not work

This is my 2nd iPad and the send does not work. Any ideas?

The most common reason for this is that you've entered something in the Subject field, but not the Text field. The Subject field is optional (and can be turned off in settings). However, the Send button will remain gray (unresponsive) until you enter something.
