iCloud syncing issue with Notability

Hello, I'm using Notability (note. taking app) on my iPad mini and I'm unable to sync with iCloud, and got a message from Notability "iCloud is not available." is this issue from Notability or iCloud, please help me to resolve this issue. Any help will be appreciated. I have attached the error screenshot below.
