I am new to the iPad,what do I do if the safari,bookmark and new page icons are not e

I am new to using the iPad it is great but sometimes,like now something happens and I don't know why or what to do. So i' m using my iPad and try and open the safari button at the top and it doesn't work. I go to settings and don't see anything different. Did I do something? And what do I do?

Try this:

Hold the power button and the home button down at the same time until you see the Apple logo.

Let it reboot.
