How to share personal hotspot on iPad mini?

If you have the hotspot featured through your carrier, it will activate a Hotspot feature in your Settings app. Once you have hotspot capability through your carrier, you can turn it on in Settings so that other devices can find and use the WiFi signal.
But - it all starts with having the option/plan through your carrier.
