Unfortunately, you can't. Once you are on iOS 6.1.3, you are not able to go back to a lower version.
Unless - you have saved SHSH blobs for iOS 4 (any version) AND iOS 5.1.1. Then, you could go back to iOS 5.1.1 (and only that iOS). But, that is the only instance where someone with an iPad2 can go down to a lower version.
Sorry, but Apple doesn't allow for downgrades.
