A stock iPad 2 cannot be used as a wifi hotspot.

Are these screenshots from an iPad 2, because that's what the OP has?

As scifan57 so aptly pointed out - an iPad2 cannot serve as a WiFi hotspot; only the iPad3 can do so as a stock device. You can, however, make any iPad a WiFi hotspot if you jail break it and install a tweak from Cydia (the jail breaker's "app store").
