No don't think it's US only, I used to get them a lot and I'm in UK. Haven't had one or months but they had glitches too, if I watched one it knocked the sound off my iPad.

If you ever have lost something expensive which was never returned... You probably think finders keepers ... If not the other way around.
I guess if it has no name on it... It's finders keepers... If you can track it you better return it...

I don't think it's the case of finders keepers but from those instances, it's seeing the good in people even when they are down on their luck. The homeless man didn't have to return that ring. Nice to see some honest people still exist in the world. If I lost something valuable, like a keepsake, I wouldn't think oh well, finders keepers. I'd do anything to get it back. It's not the actual value (money worth) of the item, but what the item means to the person. My 2cents.

I once found a camera on the ground in front of my boyfriend's car. It was just a little cheap compact one but it had over 450 pictures on the memory card. Mostly childrens birthdays and holiday pics. Took almost 2 months but finally managed to track down the owners. They were so grateful to get it back. There was nothing stopping me from keeping it but I just couldn't take away those memories like that. I know I'd hate if it ever happened to me.
