How do I get the most recent version of Adobe Flash Player to work on my IPad 2? And if I can't, is there an upgrade that can be purchased or do I need to buy the latest IPad?

You don't, flash is no longer being developed for mobile devices (Adobe has abandoned it). Flash is in its way out. Even if Apple wanted to implement it now it would be too late.

As Ardchoille stated, there's no flash on the iPad.
