Hello, when I go to iCloud and select find my iPad but it's did not active why.

Do you mean that the switch is not showing green? This means that find my iPad is turned off. Slide the switch to the right to turn it on. You can then go to the fund my iPad app and check up on the whereabouts of any of your devices that have find my iPhone turned on and which are connected to the Internet.
