File upload in Safar browser

I frequently have a problem when browsing in Safari where I need to browse and upload a pdf file. Cv for job application in particular!
In Safari the browse button only shows the photos folders.
How can I change the folder list.
I tried to copy a pdf to photos and that did not work either.
I'm using a iPad 3

Unfortunately, you can't upload a file such as a CV using the Safari app on the iPad. For security reasons, Apple has designed it so that apps cannot communicate or reach over to grab another app's data (called "sandboxing"). It's also why there is no central file system.

Some folk here have had success with iCab Mobile, which is 3rd party app available for sale in the App Store. I understand that once you open the file with iCab, it makes it so you can upload it to a web site.

I've not tried this, but maybe it's worth a shot?
