Hi Rylene!

Have you gone to the far left screen from your homepage to Search for your FaceTime app.

By chance, what country are you from? Some countries do not allow for the use of FaceTime.

Hi, i just bought my new ipad but i could not find the facetime...

It is likely that as previously mentioned FaceTime was omitted from your version of iOS due to government restrictions.

Unfortunately because FaceTime is a native iOS application you will not be able to do an adhoc install of it.

However their are other third party applications such as Skype that provide similar functionality and are available in the app store. These apps too may be excluded from the apple storefront in your country. If however you obtain a US iTunes gift card or US based credit card you can use it to access the US Apple store and install the application(s) not available in your default apple storefront.

If you get to the point of obtaining a gift card or other means of opening a US apple store account post back here and instructions on how to change stores so to access the US storefront can be provided.

That'll do it. Thanks for letting us know, that was our hunch all along--there are restrictions for use of FT in the country that you live in. Apple must comply with the laws of the country when building devices for certain regions.
