Desktop icons return "search or enter website name" and do not load

When I tap a desktop icon I get a blank page that says "search or enter website name". Then I exit Safari and tap the icon again and it then loads. Anybody know how to Fix?

Maybe your internet connection is a bit slow, so you just have to wait a bit for the icons to load.

If they don't appear, no matter how much time you give it to load, try force closing Safari:
Double tap the Home button to show the App Switcher, showing the apps you've used, and slide the thumbnail below the Safari app icon towards the top of the screen.

If your bookmarks still don't appear, force start your iPad:
Press and hold Home and Power button simultaneously, until the Apple logo appears. As soon as it's visible, let go of both. Your iPad will power up on it's own.

Thank you for the reply. Tried the above, plus deleted cookies and history. No success.

Try accessing a secure website, e.g. https://appleid.apple.com/#!&page=signin, to make sure Safari can access port 443 and 80.

Turn off router and modem. Unplug them, wait for a few minutes, plug them in and start them again.

Another option would be to reset network settings. Go to Settings - General - Reset. Select Reset Network Settings. This will remove every information of your Wi-Fi, carrier, ... You'll have to set tem up again afterwards.
