Can't add new account

Good morning. Hoping someone can guide me. When I go into my settings on my ipad air, and Mail, Contacts, the part under "accounts" is lighter in colour and therefore, won't let me add an account. The Fetch New Data seems to be off limits. I can't figure out what I did to cause this and since I'm a dinosaur on this thing, was wondering if someone can tell me how to undo what I've done. In Settings - General - Restrictions, make sure that you allow changes for your accounts:
Go to Allow Changes and tap Accounts.

This should be check marked there:
