Cannot open ipad

Hi everyone I am having an issue with my ipad mini.When I powered up today,i got this "CANNOT ACCESS FIND MY FRIENDS.so of course I clicked later,it didn't work I think I had disabled it in my settings a while back I THINK.Anyway I cant power off at all or on at all I get the slider but cant use it as I cannot get rid of this,any ideas?it is on full strength and shut it down last nite,this is what I came across this morning.

Hold the Home and Sleep buttons down simultaneously until the device reboots.
