It will depend on the headset, but it should come with instructions and most follow a similar procedure.
On the iPad, go to the "Settings" app and select "General", then "Bluetooth". Set the Bluetooth slider switch to "On".
The iPad will now start looking for devices to pair with. Switch on the headset. After a few seconds the iPad will "discover" it and at that point you may be asked to enter the headset's 4-figure code, typically 0000 or 1111 (see the manual that came with it).
Once you've done that, the iPad will show pairing has completed and you should be good to go.
