Best map app suggestions?

I will traveling to Europe and would like to download maps of the cities I will be going to, don't want to rely on wi fi when I am there.
 
The TomTom app will give you 'sat nav' type guidance around Europe if you select the appropriate countries. However, you say you don't want to rely on WiFi - but remember only the 3G iPad has built-in GPS - the WiFi-only iPad uses a database of WiFi hotspots to approximately determine its location and therefore needs to be in range of a WiFi basestation for this to work.

I have and use TomTom, however it is 2X app for the iPad. I also have and use Navagon. Navagon is iPad ready and works at full screen on the iPad. Keep in mind as long as you have iPad with GPS it will work great. Traffic when activated needs the network, so if you do not purchase the in app traffic or if you have it turn it off and you will be fine. On the other hand using google with a 3G iPad should also be fine for walking racially in hybrid or image mode, and it is already on the iPad.
