Is there a application available on IOS to toggle between applications. In the sense open an application & then toggle to use another in one touch or a two.

What version of iOS are you on?

4 finger gestures with multitasking is available in iOS 5 and up. (Maybe some of 4 also, I can't remember)

Settings > general > multitasking [on]

With this, use 4 fingers and swipe up, you can tap on the app you want to switch to.
Or you can swipe 4 fingers left or right to go to the previous/next app
