Just so no one gets the wrong idea, let's clarify that a bit.
You can select apps at the AppShopper site and ask it to notify you when an app goes on sale or if it is offered for free (usually for a limited time). You can also look at lists of apps recently reduced in price or are having free promotion.
AppShopper.com is a good site for bargain hunters, and it has a free companion app.
