App Deletion

How do you completely delete an App? I delete the app from the main screen but it still shows up in the App Store under the Purchased category "Not on this iPad".

It shows there because you did purchase it. You have deleted it from your iPad and so it's no longer resident on your machine but you cannot delete it from the purchased record because it was purchased.

Correct

If you sign up for a new apple account then the app will disappear - only way.

Good point - opening a new account will mean that you have a blank purchase record but any apps bought on the old account will no longer update.
