Allow Pop Up Windows?

So I was filling out a job application yesterday using my ipad 2. I came to part of the application that required a 2nd pop up window to open, but no matter what I did, I could not get the pop up window to open on my ipad 2, so I had to come home and do the application all over again from my PC.

Is there any way to allow for pop up windows on the ipad 2?

I use icab browser for job applications. It allows pop ups and uploading of things like resumes.
I got it for the upload capability and use it as my main browser now because it does so much more .
