Accessing iCloud from non apple pc

Please can someone explain to me how to access your iCloud from a non apple pc (a new iPad2 user)

You should be able to log in on any computer:

I lost the link, but I read elsewhere about a Windows solution downloadable from Apple.

I thought the OP meant that she needed to access iCloud while she was away from her computer.
